got it, I misinterpreted the purpose of drivers/staging.

I will look into phy layer to understand how this driver can be fitted 
in phy layer.

This driver contains controller (Antenna controller)and RF PHY (AD9361). 
PHY driver can register with PHY layer, but where do I place the antenna 
controller driver, there is no specific directory in drivers for antenna 
controllers?
