I think the right solution to this problem is to ensure that the guest does not have to do what you are proposing.
Based on the hypervisor detection, we load the drivers and setup the infrastructure to support these drivers.
There is no independent way of verifying if the host is Windows other than the hypervisor detection code.

If Xen were to change where it would not unconditionally emulate Hyper-V, I would not be opposed to taking
this check out.
